The practical requirement is per-province tax rules driven by the customer's location, correct display and breakdown on invoices, and reporting that separates the components your accountant needs to file.
For a system selling nationally we build tax as configurable rules rather than fixed rates, so a provincial change is a settings update. We confirm the specific treatment for your products and provinces with your accountant at scoping — we build to the requirement, we do not advise on tax.
Where you operate in Quebec or serve federal or public-sector customers, French alongside English may be a requirement rather than a nicety. As with any second language, it is structural: interface strings, printed documents, email and SMS templates, and date and number formatting all have to support it from the beginning.
We build for it and use professional translation. Retrofitting bilingual support into a system built single-language is one of the more tedious pieces of rework there is.
